Authoring and agent tools are not implemented
Format 1 defines a manual write path and conformance duties, but the release includes no authoring application, agent integration, network service, or migration tool.

Contributors can edit the portable files directly and run validation and Check evaluation. The specification also defines what a conforming authoring tool would preserve. Those contracts do not mean that an authoring interface, automated Map router, duplicate-identity assistant, software-agent integration, hosted API, or migration utility exists.
Future tooling must expose the selected exact Point id, record kind, candidate identities, and existing anchor provenance before writing. Similarity can rank candidates but cannot merge identities or decide anchor versus context. Tooling must also preserve extensions and provenance, evaluate applicable active Checks, and remain within caller-granted authority. Until such software and evidence are present, the manual source workflow is the only implemented authoring path in this repository.
